They have been on their mobile phones for over 3 months and I was wondering if this is a common. Is this a problem with my messenger or are these people actually on their phones using windows messenger all the time?

If there is a little mobile phone symbol next to the contact name rather than a green person it's actually a mobile phone number that has been added to your address book, I have one of these and it's perfectly normal for them to be constantly online.
If there is a green person then the person is on a mobile device and just hasn't signed out. However it is more likely to be the first suggestion as the messenger server automatically signs the user out after a certain period of inactivity.

Well, I can guess that when on your cell phone, if you don't actually sign out before closing down the internet, it doesn't log you out so you constantly appear to be online. I used to use an application of Yahoo! Messenger on my cell phone and if I didn't manually sign out, all my friends would still see me as online. I think your situation may be similar.
yeah it means that there signed in..on there phone, but there not always online .. Very common
