what that popup is trying to say is that a WLM user has put through a request to add you to their friends list... quite normal as one would just accept or decline the invitation... but there's currently a problem... to accept or decline you need to be part of the partner program, the one in the system notice you mentioned... BUT the yahoo page no longer exists...

which prompts to download the latest version, despite having it already, so atm there appears to be no way a user can join the partner program from Yahoo's side and as such no obvious way to decline / accept the request and stop the system notice
Yahoo users who had previously joined the program still have access to and can add WLM users, the option to add them is available from the drop down menu (Yahoo, WLM, LCS) but if you hadn't signed up prior you will only have Yahoo and LCS.
it seems to be ID related NOT version related, I can reproduce the above on two systems using both v8.0.0.716 and v8.0.0.682
