Why the fook cant I get messenger to IM windows live users?

I have the newest version, it is installed correctly. I added a user for windows live messenger yet they dont recieve anything saying i did, they tried adding me, same thing. I tried adding them and then just talking even though it said they were offline, they did not recieve any messages. Does anyone have any helpful hints or suggestions? Thanks in advance, may the best answer win 10 points.
